error 530 user cannot login. I set allow anon on, but that isnt allowing
logins either. It is in isolation mode.

Are you using any isolation feature ?
if you connect via ftp.exe - what's the error msgs you seeing ? 530 ? or ?

What do you mean?

You say all Local Domain Users are not allowed to Login, so what are Local
Lan Clients?

Can you explain what a Local Lan Client is? Is this a user account on the
local machine?

Have a look at the latest IIS Insider article I wrote - it talks about FTP
user isolation.

Did you setup the ftp root path for the user?
the AD attribute for msIIS-FTPRoot and FTPDir ?

also you can try filemon to trace which folder the ftp is trying to redirect
the user to...
