ftp & windows 2003 firewall -- iis ftp

my ftp must return "connection closed by remote host" when windows firewall
opened, i checked the ftp server on the firewall list but still no luck...
any one can help... very urgent... Thanks.

a) try connect via ftp.exe, same problem?
b) remote ftp server in the firewall list, then add an exception to
inetinfo.exe. then try ftp again.
