Can someone please tell me how to configure the FTP server on Windows
to allow more than 2 simultaneous get operations?

Suppose you have more than 3 machines attempting to get files on the
FTP server, the first 2 machines will get a file while the other one
will wait (hang) until one of the two completes the get operation.

There's no setting on FTP server for this. The only setting in IIS FTP
regarding connection is the overall 'total number of connections' it
supports.

Are you using IE ? if yes, this is IE built-in with 2 outbound connections
or are all the 3 machines virtual sharing 1 iP via proxy or nat?

What version of OS? The default for Server 2003 is 100,000
simultaneous connections.

It shouldn't on a server OS.
