iis ftp:

I have a customer that wants my company to set up an ftp site with
two users, one with full admin, one with read/browse only.

This would require two license seats correct?

Also, I am currently using several ftp sites but I use the ftp virtual
directory = user name.

I am wondering if it would be worth installing an additional ftp server
manager like filezilla ftp server or something?

No need, IIS FTP will be fine....
And yes, non-anonymous ftp authentication require windows CAL.

You can create a new site or continue create new virtual directory for your
customer, just remember to configure proper NTFS permissions for their
access.
