iis ftp : Permission issues

I am trying to allow a friend to download a large amount of photos (too many
to email). I am using VISTA Ultimate.

1.I have enabled the FTP server in IIS 6.0. I have created a User account,
Larry, with a password and full permissions.

2.In IIS, under Permissions, I have added Larry. Under Properties, I have
unchecked the Allow Anonymous Connections box and set C:/FTP as Home
Directory and have allowed Read, Write and Log

3.In Windows Explorer, I have added Larry to C:/FTP, I have added Larry to
Users (Properties-Security).

4.Router has been setup to forward Port 21 to ftp server
When attempting to access ftp page in Internet Explorer, I am successfully
navigated to the log-on/password page (so I assume that port forwarding is
working properly). When I enter the correct logon name (Larry), but the wrong
password, I am redirected to the logon page again. When I use the correct
name and password, I receive the INTERNET EXPLORER CANOT DISPLAY THE WEBPAGE
error message.

Must be a permissions issue- but I am out of ideas

Internet Explorer is getting more and more difficult to use for FTP. I
would first recommend that you first try it using Windows Explorer or a FTP
client program to see what kind of results that you get. That will help
rule out any issues that may be from using IE for FTP.
