iis ftp : how to set up users

I have an FTP site up now on my server2003 system but I don't know how to
setup FTP users and assign them UID and PWD. I've been through the help and
it talk about everything else but no mention of this that I can find. Can
anyone help me with this "newbie question?"

Just set them up in the "Users and Groups" area in the MMC as local machine
accounts.

Then, in the FTP directory tree, add them as read or read/write users using
file permissions.
