Using IIS on Win XP Pro, I have set up a FTP site. I want to allow users to
upload files only to a common directory and have no read access, that seems
to work fine. What I need to do is to be able to allow an administrator to
log into the site and view all files in the home directory. I thought it was
doing that before I added other users, but all I see is a blank screen as far
as viewing files ( I can see what I upload, but not after I log out and back
in). Logged on to the machine locally, all of the files that have been
uploaded are there. Different clients are uploading photos to be printed and
then we print them, which is the reason for the write only access from
clients.

My guess is you configure only write but not read.
so after uploading the file, upon re-login - the user doesn't have READ
access ?
