iis ftp : FTP Permissions upload/download

I'm trying to setup a FTP server on a Windows Server 2003, so anonymous users
can download the files, but can't change the content of the folder. But
specific users can login and upload files to the space. I seem to have
trouble with setting the permissions. Any help?

Well, for grant specific user read/write permissions, while iusr_computer
name read only
