iis ftp: Is it possible to display a message on an FTP site when a user goes to it?

Is it possible to display a message before a user downloads or uploads
files?

I went to the FTP site properties and entered a message on the message tab.
However, when I log into the site, I do not see the message. What am I
doing wrong?
