I don't know where you have found that information but a simple search says
to me it is just no access permissions or something in that mind. Check
following link

First) try to contact your ftp server direct on the LAN to figure out if the
router causes the error. On the LAN itself the router won't trouble you with
firewal or NAT settings. I don't think so cause 550 is the error which is
returned by you're server but just in case. Otherwise you are not trouble
shooting very well.
Second) The root folder (standard c:\inetpub\ftproot) and the user which you
configured in IIS manager => ftpsite => properties => TAB account security
should be the same. In my case I disabled the anonymous setting and added a
user
below that option plus give that user access right in the ftproot folder and
it works fine.
