"530 User cannot log in, home directory inaccessible" -- iis ftp

FTP works for Domain Admin accounts but not for domain users. It was working
but stopped working. Domain Users have Full Control to the directory. Was
there a WUS update that could have caused this to stop working? Please help
I have tried several things like adding users to Local Policies on the FTP
server "Allow log on locally" & "Access this computer from the network" but
they still cannot logon. Any suggestions would be greatly appreciated.

Copy from one of my previous post:

Fastest way to trace this is to get filemon from microsoft.
then see where does IIS FTP sending the user to, and whether the user has
permission to the directory.
