iis ftp : iis ftp will not start

I have server 2k3 web edition and the ftp service stopped working a
week ago. The error I get is "the service did not respond to the start
or control request in a timely fashion" I have tried everything I can
think of including launching the service from the command prompt. I
get


The FTP Publishing Service service is starting.
The FTP Publishing Service service could not be started.

A system error has occurred.

System error 1717 has occurred.

The interface is unknown.

I am at a loss here. I have been pulling my hair out for a week as no
one else seems to have experienced this issue. Now to make matters
worse I get an "interface is unknown" error when trying to open the
Event Viewer so I cannot even see log entries to diagnose futher. Can
anyone offer some constructive
suggestions here?

is event log service running ?
also check if you have this reg key.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog

do you have another machine? can it remotely connect to this server and look
at the event log?

I have tried connecting from another machine to view the even logs, to
no avail. I have copied over the .evt files, and tried to open them on
a working system and it gives an error that the file is unreadable. I
have even exported registry entries as .reg and imported them onto the
broken server and still the even viewer will not open. Always the same
error messge that the interface is unknown. I tried to just re-install
the msftp service and that not only failed to correct the issue, but
broke the HTTP service as well, and I had to restore from an older xml
config to get the http back up. The event log service is running, but
gives an error when opening the service item that "plug and play
service or another service is unavailable" despite the fact that the
plug and play service is running as well. As a matter of fact I get
the same error when opening the plug and play service properties as
well.

Well, looks like the system is pretty mess up.
the .reg file you imported - is it the same OS, etc?

not sure why you get the plug and play services error, afaik - event log
service doesn't depend on other services.
have you try to repair the OS, I mean via installation disk.
