IIS FTP is a very very odd piece of work.

If I create a virtual folder for an AD user, that becomes his home
folder. Ok. But is there any way to prevent the user from moving up
one level to the home directory of the FTP site?

On the 'net I found a bit of advice to create an empty dummy folder
for the FTP site root. The problem is that if the user goes up to the
level of the site root, then there's no way to get back into their own
home directory. Is there a workaround?

what IIS version you running? if you using IIS 6, try the ftp user isolation
feature.
