iis ftp : Cannot logon to IIS FTP server with new user account

We have a company FTP server for users to download work related
(non-proprietary data) files. This is not an anonymous access FTP, it
uses basic authentication.

We have a group folder with permissions for the GG_FTP_Guest user
group, which has certain temporary AD members in it. However, when
using IE 6 to logon, none of the user accounts in the group are
authenticated. The IE logon dialog just keeps requesting the user name
and password.

I have checked the security rights for the group and they're set
properly in the server's folder. I can browse it from the IIS FTP site
in IIS Manager. Other, more global group members are able to access
this folder. The GG_FTP_Guest group has read/read&Execute/List
privileges for outside connections but none of the group members can
access this folder.

What can I look at to determine why these group members cannot
connect?

Can you try connect via ftp.exe from command line first.
then post the output here.
