iis ftp : 530 User administrator cannot log in, home directory inaccessible.

Hello--

We are running a Windows server 2003 network (IIS 6.0) and we host about 9
websites on a local IIS server. We just registered a new domain with .mobi.

We are trying to access FTP with the new site and we get "530 User
<administrator> cannot log in, home directory inaccessible. Login failed."

I am able to open port 80 and 21 via telnet for this website. We have tried
with our domain admin account that has all the permissions it needs and we
still get this error.

Are there any tracers where I can see where the authentication is breaking
down? Does anyone have any advise on this?

You get procmon to trace this.
Check event log as well, ensure user has the privileges to login.
and if it is path access issue, then from the log you will see where IIS FTP
is sending the user to.
