iis security: Can IIS authenticate users against a database?
If not, is there tools that I can do that?

Does the tool keeps track of the date the user logged-on to the site?

Yes, by using ISAPI, ASP, PHP, or the like to handle the requests. What is
tracked depends on what type of database you've used and how you have it
configured.
