iis security : Security on .htm files not working...?

We have an intranet site that I was going split into departments. I set =
the security on the default.htm file to only allow one group/department =
to see it and I then forced directory replication and it's still letting =
anyone and everyone in.

....?

I thought I should elaborate more here, I know I can deny anonymous =
access in IIS and require a password, but I want to allow access without =
having to login for specific groups. I know I can also do this for a =
range of IP addresses or a subnet but the network is not setup to =
support that, I want to use AD security groups to control access and I =
can't seem to get that working.

So, you basically want to allow access to some group of users
unconditionally while some other group of users need to authenticate?

How do you plan to distinguish between users that don't need authentication
from those that require authentication, and you need to do this before
attempting any authentication so you do not even know the user identity?
