I believe this is typically done at the firewall or router. Firewalls such
as
www.netscreen.com starting around $600 US come with bandwidth shaping /
QoS at no extra cost.
Windows 2000 does come with a QoS agent, but I think you might need a
QoS-aware router or firewall to make use of it.
