HTC access seems to be over anonymous access, as you have discovered. From what I understand, you can allow Anonymous access
to just these files while your site remains NTLM or Basic access. Using IIS, navigate to the file, right click and pick properties to get the
Properties dialog. Select the "File Security" tab, and pick Edit button in the Authentication section. Allow anonymous access to these files.
