How can you get a regular domain user to run IIS when
they are not, and cannot be a memebr of the
Administrators group.

Jen,

You need to be a member of the local administrators group to fully
administer IIS. However, in IIS5 you can create web and ftp site
operators who have limited abilities to configure the sites :

If you're talking about using the MMC to administer it, you can't. It
requires local admin rights. Might use a control panel such as
adsi4nt.com or nthelp.org
