iis security : filter Ip bandwidth to IIS6 server

I would like to limit the bandwidth to a particular
website. BUT, I want to limit by IP addresses.

I know I can easily limit the entire sites badnwidth but
then one IP could essentially use all the available
bandwidth. I want to limit the amount of bandwidth or
connections or connection speed that any user can have.

Background: A few users are gitting my web cluster so
fast and so hard that they are effecting other sites in
the cluster. Secondly, the users are hitting so fast (at
times, multiple times a second)that regular users are
getting errors trying to connect.

The site is connected to a database. It alrady has
limitations that have been put in place.

Any suggestions?

Clarifying, I want to limit http-request per ip per sec.

There is no native way to limit what you want across a cluster. The limits
you are looking for would be best configured on your firewall or load
balancer.
