iis security : unable to delete program

I have a strange program listed in my C drive. I am
unable to delete it. When I try, I get an error message
that says it has to shutdown the program. Then it takes
jeff.nospam NO[at]SPAM zina.com

Bummer. But changing your security in IIS isn't going to help you, so
you'll want to post in a general security group.
