iis security : ACCESS DENIED issuing Cert Request

Not much info. I go to website in IIS. Properties, dir
sec, Server Cert.
Create new cert
Prep but send later.
Go through entering my info.
When I get to the end I get "Access Denied" Error.
I am logged in as Admin and tried saving file to C:\ and
desktop.
The Server is 2003 Web Edition which does not have CA, but
I'm just trying to generate a request.
It has only one IP though and another site with a
certificate using All Unassigned. Would the single IP be
yonlinemanghn NO[at]SPAM online.microsoft.com

Hello,
Apart from making sure that the Administrators and System have full control
on
%system root%\Documents and Settings\All
Users\ApplicationData\Microsoft\Crypto\RSA\MachineKeys
also make sure that Everyone has minimum permissions. Propagate these
permissions down to all files and subfolders under the Machinekeys folder.
If this does not work, then backup and delete the registry key
HKEY_USERS\Default\Software\Microsoft\Cryptography\Providers\Type 001,
reboot the server and try creating a new certificate request again.
