My current hotmail account, has been hacked, the secret
questions changed. The password changed. I cannot find a
way as to how to recover it. In need of immediate
assistance.

This is an IIS (a piece of server software) security group. We can not help
you with Hotmail issues. I suggest you contact Hotmail about your situation.

Okay. The honest answer is: This has nothing to do with the IIS web
server.
Try hotmail support.
