iis security : IIS Authentication on a Windows 2000 Domain Controller

I have hosted OWA on a Domain Controller running Windows
2000. When trying to logon I get the following error:
HTTP 401.1 - Unauthorized: Logon Failed

I done the below steps but I'm still not able to logon

Any idea?

can anyone login? Specifically, can someone who is a Domain Admin login? It
could be two things. One, the rights on the actualy files and folders where
the OWA pages reside could be messed up.
Or the User Rights Assignments in the Local Policy are incorrect (If it is
Exchange 5.5 OWA, they will needLog On Locally rights, etc). I would start
in those two places.

Do you have same problem with e.g. domain administrator account?
