iis security : windows 2000 IIS 5 403.6 ip address restriction

I have a problem with IIS 5.0, My IP address is blocked by IIS server
automatically, when I browse the web page.
I have to go to IIS admin, remove my ip address from the deny list.

DOes anybody know why IIS blocks my IP address?

IIS does not change IP Restriction settings on its own.

Something is running on your server with Administrative privileges that does
this. Since it is arbitrary code, I have no idea what it is. There's no real
easy way to find out what code is changing configuration without pulling out
the debuggers and symbols.

I'm guessing someone installed a third party firewall on or in front of the
web server, and it is blocking you. Running www.ethereal.com sniffer on
your workstation, and/or checking your web server logs, may help confirm or
deny this.
