iis security : We can't find "192.168.1.11"

I am unable to open an IIS page using the IP address. Instead I receive the
MSN search page with the message "We can't find "192.168.1.11".

Web pages will open if I use "Localhost" or 127.0.0.1 This is a new
installation with all default settings.

Running IIS on WinXP Pro SP2 with workgroup
I have tried uninstalling (Deleting directory) and reinstalling. Ran netsh
to reset tcp/ip and winsock.
Ping works on the IP. Routing table looks good. If I run a tracert it is
only referring to the local machine.
Checked the user IUSR_computername does have permission to logon locally

Any help would be greatly appreciated

I had some more troubleshooting steps I forgot to add.

Error Logging is turned on in IIS with the W3C format and I selected several
of the extended properties. The log is only written to when I use local host
or 127.0.0.1. The log lists the IP of 127.0.0.1. If I try to access the log
with the machines IP "192.168.1.11" or whatever nother is written to the log.

What, exactly are you putting in the address bar of the browser?

The error message implies your browser is searching using the default
behavior (stupid, but there) for the address and not attempting to access
your web server at all. (You can turn that behavior off in your browser
settings.)

Put the "http://" part in there along with the IP to ensure that search does
not happen and try again.

Also, there is a firewall built into WindowsXP, have you checked it's
settings?
