i hope i can find some help here.

i habe to set up an SSL connection for my SBS2000 using OWA but also
securing some maintainance-directories on my website. so the thing to do is
set up an SSL-connection, there is no need of an third-party-official
approved certificate. to use the SSL i do need to install the ca-service.

this is what i´ve tried, but i cant get it up: i can initiate the
Certificate Services setup and then the setup dies without a trace - no
prompt, no log, nothing. it takes me back going back to where i came from. i
can even reselct the installation of Certificate Services. i tried after a
reboot - the thing didn´t change - i can't install the service at all. is

If you just want a self-issued certificate, you can use selfSSL as explained
here:

as far as I'm aware, yes. Bear in mind I haven't tried it myself, but I can
if you're unable to test it from your end?
