iis security : IIS user (IUSR_XXX) - CryptoAPI (repost)

I have set my web site (default web site) to run under administrator
account under Win2000 and I can see from my code certificates from Personal
(MY) and Other People (AddressBook) stores. The problem is that when I
create new user account and give it "Guest" or "Administrator" rights, I got
an error when opening those certificate stores. Why? How can I fix it?

This could be related to existence of user profiles.
See if logging on interactively under newly created account gives you the
ability to access MY and AddressBook stores.

Yes, it does give me ability to open MY store. After restarting I have to
log on as new user and invoke my web page. After that I log off (and
optionally log on as different user) and my web page works (until next
Windows restart).
