can't success on ssl

iis security: hi
i'm trying to setup ssl
following some guides like

but i can't make ssl work

if i browse the site with "http://"
the web server notifies me an "403.4 - write httpS:// instead"

but when i try to access via httpS
the browser stay """thinking""" eternally

can anyone help me?!

at command prompt, enter
"netstat -an", see anything binding on port 443 ?
