iis smtp nntp : Message stuck in queue

Can somebody please explain the following 2 options since the documentation
is confusing...

"In the Subsequent retry interval (minutes) box, type a value for the amount
of time to attempt delivery before posting a notification. The default is
240 minutes."

"Delay Notification
To allow for network delays, you can set a delay period to expire before
sending the delivery notification. The minimum value is 1 minute, the
default is 12 hours, and the maximum value is 9999 days. Use the drop-down
menu beside the value field to use minutes, hours, or days."

"Subsequent retry interval" implies the interval between (subsequent)
retries which presumably means retries after the first 3 retries? Yet the
explanation implies its a one off time interval that once expired results in
posting a (delay) notification. Which is correct?

For Delay Notification it says you can set a delay period to expire before
sending the delivery notification. When is the "delay period" measured from.
Also, how can it send a "delivery notification" when it hasn't been
delivered!

Both explanations don't make much sense to me, I hope somebody can help.

If the message is stuck (SMTP is unable to deliver), the first retry will be
in 15 minutes, then at 30 minutes, a third time at 60 minutes from start and
then every four hours (from start) after that. At twelve hours a
notification is sent to the sender (and postmaster) stating that the message
is delayed. At two days delivery is aborted and a notification is sent to
the sender (and postmaster). The message is placed in the badmail folder.

I don't understand why they have a Local delay and timeout ? The SMTP server
would have trouble delivering a message to itself ??
