Error 3 when trying to start SMTP service -- iis smtp nntp

We are running IIS6 on WIN2K3 Standard Server and when we try to start the
SMTP service the following error occurs:

"Could not start SMTP service on Local Computer. Error 3: The system cannot
find the path specified."

The properties of the service show that the path is
C:\Windows\system32\inetsrv\inetinfo.exe the file is in the correct path.

The Event log gives an Event_ID 7023 basically stating the same thing - the
system cannot find the path specified.
