iis smtp nntp : Problems Sending Internal Mail

From outside the network I can send to both local network
email addresses and external email addresses. From inside
the network though I can only send to external email
addresses. When I try to send to an internal email address
I get the following in my badmail folder:

Unable to deliver this message because the follow error
was encountered: "This message is a delivery status
notification that cannot be delivered.".

The specific error code was 0xC00402C7.

The message sender was <>.

The message was intended for the following recipients.
Administrator@mydomain.net


Also I've been trying to get the relay authentication
working correctly, and I've almost got it. Still have one
problem that I can't figure out with it though. When I'm
outside the network, everything is fine. I have to
authenticate in order to send any mail through the server.
When I'm inside the network though, I still have to
authenticate. I don't want to have to authenticate from
inside the network. Here are my settings as I have them:

Acceptable Authentication Methods: Only Integrated Windows
Authentication is checked.

Relay Restrictions: Only the list below is selected, and I
have granted 192.168.0.0/255.255.255.0 and
10.10.0.0/255.255.255.128, which are my two internal IP
groups.

I tried checking Anonymous Access as well in the
Acceptable Authentication options, but when I do that it
removes the need for authentication outside the network as

Well, I got the first problem taken care of. I did a
complete reboot of the server and then I was able to send
mail to internal email addresses. I still have to

Ack... sorry about this, but it turns out I didn't fix the
first problem after all. After I rebooted the server it
was working for a little bit, but everything else on the
network to that server was running very slow. So I pinged
it and it replied with a different IP than I was
expecting. It replied with a Routing and Remote Access IP
that it has for some strange reason even though it's not
in my dns. So I flushed my dns and re-registered it, and I
got the correct IP when I pinged it after that, but I
couldn't send emails to internal addresses anymore. I
checked under the general tab to see what IP the SMTP
virtual server was using, and it was set to listen on all
IPs, and even when I dropped the list down the only IP
listed was the correct one (not the routing and remote
