How do I setup a web front-end for the NNTP server? I want my users to have
the flexibilty of being able to use a browser if they wish.

You could try looking at our MPNews product. This integrates NNTP
newsgroups with a customizable web front end, RSS and Atom feeds, with
mailing list integration also in the pipeline. You can download a 30-day
trial from http://www.mutantpenguin.co.uk/mpnews/

It uses its own NNTP server rather than the IIS one, but if you wanted
to use it you can transfer the messages across very easily. Just let me
know if you'd like any more information.
