iis smtp nntp : Mail forward + Holiday message

We are running IIS / SMTP on 2003 (no exchange) is it possible to setup a
holiday message and/or automatically forward mail from one mailbox to
another, I've looked in the KB and can't find anything.

Not in SMTP/POP. Your client may be able to (Outlook, etc.)
Otherwise third party mail servers often have this function.
