I was wondering if there is a way to poll Microsoft's POP3 Server (shipped
with Windows Server 2003) for new messages...that is, I want to execute some
code when the POP3 server receives new email.

Okay, I guess the asnwer is yes. Though I have no idea what you're
looking to do or what you want to "poll" with. You may be better
served with an SMTP sink. Check MSDN for details on that.
