Messages remain in queue

iis smtp nntp:
Server running 2003 Server with SMTP installed to allow Dell OpenManage to
send email alerts to our local email accounts, hosted on an Exchange 2000
server in the same domain. Outgoing messages to these local accounts remain
in the queue until the OpenManage server is rebooted, when it finishes
booting the messages are sent. Messages CAN be sent to my personal Gmail
account without any problems.

Nslookup reports the correct FQDN and IP address for the MX record of the
target domain names.

I can telnet to the SMTP server on both the OpenManage server and the
Exchange server and I get the proper responses from both servers.

The Event logs of the OpenManage server has one coinciding event, occouring
after the server has been rebooted and sent it's messages. The Exchange
server has nothing relevent.

Event ID: 4006
Source: smtpsvc
Description:
Message delivery to the host '10.0.0.245' failed while delivering to the
remote domain 'pcmr.com' for the following reason: The semaphore timeout
period has expired.
OR
Description:
Message delivery to the host '10.0.0.245' failed while delivering to the
remote domain 'pcmr.com' for the following reason: The connection was dropped
by the remote host.

*10.0.0.245 is the IP of our Exchange server

We have several other servers with SMTP installed for the same reason, send
alert emails, that work without any problems. I have compared the settings on
these other servers with the OpenManage server and as near as I can tell they
are configured identically with the exception of the FQDN and the IP address.
At one point I thought I might have severly messed up things all together and
uninstalled and reinstalled SMTP and then IIS and finally formated the drives
and reinstalled the OS. None of this made any difference.

Any suggestions would be appreciated.

Look in the RRAS Configuration if there are set packet filters.
While the Server boots, the network works before the packet filter blocks.
In this timespan, the Mails can be sent.

I will check it out, but I have not set up RRAS on this server. Are there
some default settings? Why would I be able to send to some email accounts and

There was nothing configured in RRAS and none of the senerios in the wizard
have any application for this server.

I got a bit impatient waiting for a response from this forum, so I called MS
tech support.

The solution is to disable the antivirus email scanning and to exclude the
\Inetpub and %systemroot%\system32\inetsrv from any real time virus scanning.
Symantec has a KB article about it here:

http://service1.symantec.com/SUPPORT/ent-security.nsf/docid/2004052415562048?Open&sr

The tech said most antivirus products cause this type of problem with
Exchange and IIS.
