HOWTO restrict by sender adress?

How can I in this software (W2003 SE, IIS6 SMTP) restrict relaying
(forwarding mail from users to remote servers) based on
sender's email adress/domain name?
Why is such simple thing not possible in this software?
Is there any add-on or third party software available which does this?

Reboot necessary after every little change in configuration!

I made the observation (of course the hard way) that one
needs to reboot the server (2003 SE) after any little change
one makes in the configuration settings (just restarting the
services is not sufficient!). Otherwise SMTP and NNTP
stop functioning. It took me almost a whole week to get

SMTP WEIRDNESS

We are using a Netscreen 5XP firewall that listens on multiple IP
addresses (designated ports per IP address) and forwards them off to
designated IP addresses on the internal network. One such 'policy' is
for SMTP (25). This policy allows all incoming traffic to enter the
network and go to a sys... more >>

My ISP blocks port 25 as most do. I need to test out some sendmail code so
I need to be able to look at the email, as it gets received, to verify
everything. I figure that the only way to do this is to set up one of my xp
computers to run POP3 and then, somehow, specify that server when I
