I have a win2003 enterprise server with SMTP installed. I telnet to the
server on port 25 to try and test sending mail but the mail just gets stuck
in the queue directory.
I am sending the mail to an internal e-mail address so it doesn't pass a
firewall and anyway the firewall is set to allow this server to use port 25.
When I re-start the server the mail goes but if i just re-start the services
or virtual server it stays in the queue.

Any ideas would be greatly appreciated

In your Default SMTP Virtual Server create a domain name entry and set the
Route domain to point to the IP address of the mail server that contains the
mailbox.
