I have a Windows Server 2003 running IIS 6.0 with POP3 and SMTP set up. The
POP3 mail accounts are set to use "Encrypted Password File" and to create a
user account. SMTP is set up to accept "anonymous access" and "integrated
windows authentication". Relay is set to "Allow all computers which
successfully authenticate to relay, regardless of the list above".

In my MS Outlook client I have my E-mail account outgoing server set to
require authentication, and to log in using a specified user name and
password.

I can receive E-mail from anyone. I can send E-mail to another E-mail
address on the server. But I CANNOT send E-mail to the outside world. I
receive a message saying relaying isn't allowed.

I'm pretty sure relaying is set up properly on the SMTP server. And I've
tried setting Outlook to log on "Using same settings as my incoming mail
server" - but nothing works.

I think the problem is that the user name and password I have set up in
Outlook are not being authenticated by the SMTP server. But I don't know why.
I've checked and re-checked the user name and password I am using, both on
Outlook and in the POP3 mail account.

Been fighting this for hours ... please help!

Check the settings for Outlook, and make sure it's not using a
different server. Try removing any relay settings. Check the SMTP
logs to see what may be happening as well.
