iis smtp nntp : SMTP Connections Rejected from Some Addresses

WS2K3 SBS SMTP service is rejecting traffic from some IP addresses. Using
Telnet, I see connection made on port 25 and then immeditely disconnected by
host. Nothing in Event viewer, SMTP logs, and filtering is OFF.

It's almost like some anti-DHA process is running- because the offending IP
addresses are relay hosts and some DHA traffic would appear to be coming from
that address. But I can't find any place where this may be configured, and
my understanding is that TarPitting is the only anti-DHA logic available
under WS2K3

Why is this happening? Any ideas/leads will be greatly appreciated.

If there is nothing in the SMTP log, then SMTP didn't reject you.
More likely it's ISA if you've configured it.
