iis smtp nntp : Free SMTP Provider

Hi,

I'm using IIS7.0 via Windows Vista to send email form a test web
application. My email provider is hotmail.com. I do not have any SMTP E-mail
delivery software on my home PC. My question is: Is there a Microsoft
Hotmail SMTP server I can deliver to? If not, can you recommend a free
provider?

Deliver to? Of course: every Hotmail MX will accept mail for delivery
to hotmail.com addresses.

But what you probably mean is, "Is there a server I can relay
through?" Your ISP probably provides such a service; look in your
account area.
