what's the deal?

Free for non comercial use?
I can include it in my apps, but not commercial apps?

What "non commercial" apps coult there really be?

Express 2005 will be free both for commercial and non-commercial use,
subject to the terms of the licence. AFAIK the RTM licensing info for
Express isn't available yet but expect something similar to the current MSDE
licence. See:
