I get "Access Denied" message when I choose one of the
remote SQL server and the entire services list is blank.

Make sure that your Windows Domain account (with which you log onto Local
Machine) has Local Administrator rights on Remote SQL Server Machine.

To start a Service on a given Machine you should have Local Admin rights.
When you do this remotely, your account details are passed onto remote
machine and if that account doesn't have Local Admin rights, you'll get this
error.
