Hello Paul Dube,
You should check the sqlsp#.log files on both your cluster nodes to check
if SQL Server 2000 SP3 installed correctly.
At the very bottom it should say Installed successfully if SP3 did get
installed correctly. Check for any errors, exit codes not equal to 0 and
that will let you know if you had issues. If there were issues then I would
suggest you conduct searches on
http://support.microsoft.com to see if
their any known issues else contact Microsoft PSS
(
http://support.microsoft.com) for further assistance.
It seems from the description of the issue your SQL Cluster setup may not
be in the correct state, did the backup/failover work prior to you applying
SP3.
