SQL Server resource fails -- sql server clustering

The resource [SQL Server] fails to come online.
The server is W2003 Enterprise
SQL is 2000 Ent.

After the cluster is up and running I installed SQL server as virtual and
the installation finished with:
An error occurred while creating virtual server resources for clustering.
The system cannot find the file specified.

In the SQLclstr.log I saw a state=2 and the last line says No more data

Can anyone help me with a possible solution?

Check %windir%\SQLstp.log to see why it failed to install properly.
