Our quorum size in the MSCS folder is stuck at 32kb.

The Reset quorum log at: is set to 4096

With it being at 32kb for sometime now is it best to stop
the cluster service and Start up with the
parameter -noquorumlogging

Our failover is not allowing all of our home directory
shares to be shared properly and thinking the quorum log
is corrupt due to not growing and can only handle so many
resources to be failed over properly?

I would suggest resetquroumlog or fixquorum instead. Have
a look at:
http://www.microsoft.com/technet/treeview/default.asp?
url=/technet/prodtechnol/windowsserver2003/proddocs/entserv
er/cluad_pr_70.asp

...or the whitepaper that matches your Windows version.

Why does the quolog always stay at 32kb in the MSCS folder?

How do you tell the quolog is corrupt?
