Is sql 2000 enterprise have a way to "slip stream" service pack updates like
we can do in windows os service packs install files? I hate having to
install sql 2000, then in a separate step install sp3a. Is there a version
or does sql 2000 come updated with all service packs included in the install
files?

You are not the first person to want that. Unfortunately, you won't be the
last. Slipstream installs just don't exist now, nor does an install exist
with the SP already included.
Bummer.

No, there is no slipstreamed version of SP3. You need to install SQL Server
2000 then immediately install SP3a. You should also strongly consider
installing the latest security rollup.
