Should a distribution be backup?

Yes, it should be backed up. How frequently depends upon the method of
replication. If you are using merge replication, I backup the distribution
database once and never do so afterwards simply because it doesn't store
anything necessary for merge except that it has to exist. For
transactional, please see the BOL topic on "Synch With Backup".
