Can someone briefly explain why SQL Server Agent and MSSQLSERVER are
currently reading: "Manual"/"Started" in Services.msc? I figure it must be
a clustering thing.

On the Passive node cluster the services are not started, but just manual.

Because the cluster services running on the OS start the services, and not
the OS auto startup.
It is a clustering thing and should be left alone. Cluster resource
management must always be done though Cluster Administrator.
